Abstract

Diplomacy now moves through websites, cloud servers, and online consular portals. These tools reach citizens abroad quickly, yet the governing treaties were written for physical missions. This study aims to examine whether the Vienna Conventions protect virtual embassies and digital consular services. It also identifies legal changes needed to secure their status. The study follows a qualitative design using doctrinal and document analysis of treaties, policies, and scholarly works. The results show that virtual embassies do not qualify as diplomatic missions under current law. Consular functions fit partly within existing rules, while servers outside mission premises lack clear protection. Digital archives can gain protection through a functional treaty reading. Cross-border recognition of digital consular documents depends on bilateral and regional agreements. The study recommends data embassy agreements, wider electronic apostille use, and an additional protocol to the Vienna Conventions. Such reforms would let diplomatic law keep pace with digital statecraft.
